That matches my understanding. And it's being cited in IMAP and Sieve specs.
FWIW, it will get an IETF Last Call soon. My guess is early January.

IMHO, you should keep it.
If the reference is Informative, then RFC editor will not delay
publication of your document, unless you ask.
I got several documents published with informative references to
unpublished documents.
