One response I got to some queries about this issue went as far as
saying verifiers SHOULD NOT degrade "fail" to "neutral" despite this
concern, thereby limiting that action only to well-considered local
policy decisions.
It's called local policy for a reason. In practice, it's not always
well-considered. You can have guidance about what the operator could
consider in making the decision. However, a normative SHOULD doesn't
belong in such a discussion as it's dictating local policy then.
