ROOT_URL=/~mhonarc

ROOT_URL is the URL you would enter into a browser that would
take you to the top of the archive directory structure.  This setting
is important since various navigational links in your archives use it.

What you put there depends on your server configuration.  If
you installed mharc somewhere under the DocumentRoot, you just
need to use the path relative from the DocumentRoot.

If mharc is not installed under the DocumentRoot, then you need
to configure Apache so clients can access the directory.  Have a
look at Apache's Alias directive.
