str2html() function now calls jp2022_to_html() with $nourl set to 1 since URL
conversion handled at filter level. This is the more appropriate fix since it
still allows the ability for a user to get reconstruct older behavior of safe
URL linking from calling jp2022_to_html() with a custom converter.
Fix will be in next release.
