pre-release version of nmh-0.22 available

I've put the pre-release nmh-0.22-pre1.tar.gz in my ftp site.
It should be generally stable.

The interesting changes are:

1) Fixes for HPUX and lexstring.c

2) When using mhbuild directive of

   #forw [this is a description] +inbox 1

  The Content-Description will now get correctly copied into
  the new message when there is only 1 message (this fixes long
  time bug in MH).

3) Fix in folder_realloc() with a sanity check that was too strict
   (inc gets unhappy with empty folders).

4) General code cleanups for mhn.c

5) -norfc934mode is now the default for mhbuild.
