[ANNOUNCE] nmh-0.23 is released

The latest version (0.23) of nmh (new MH) is now available.  This is
primarily a maintenance release.  There should be no user visible
changes (other than bug fixes).

Here are the highlights of the new version.  Check the
ChangeLog for the details.

1) Added new file MAIL.FILTERING to nmh distribution.

2) Fix bug in packf, which didn't correctly pack folders
   into mbox format when message began with field that wasn't
   Return-Path or "From " (this was the case if a message
   was annotated).

3) Small rearrangement of the code in sendsbr.c

4) Reorganize the code in mhbuild.c that determines which
   transfer encoding to use on each content.

5) Add section on "Transfer Encodings" to mhbuild man page.
