[nmh 0.24] problem in repl -cc?

greetings.

i think i've found a problem in nmh 0.24's repl command.

when I do
        repl -cc to -cc cc
I don't get any entries added to the cc: line, even though the to:
line gets set correctly.

this command works under mh 6.8 as expected.

i discovered this when i installed nmh 0.24 on some of our machines,
and recently started using exmh 2.0.2 on these machines. i noticed
the `R' command (which does 'repl -cc to -cc cc') didn't work
properly.  previously i'd been using exmh 1.6.9 + mh 6.8.x, and
i still have that installed to do comparisions with.

is this a problem with exmh's usage of repl, or nmh?
