second pre-release of nmh-0.28

I've put the second pre-release of nmh-0.28 in the
beta directory the nmh ftp site.  The URL is:

ftp://ftp.math.gatech.edu/pub/nmh/beta/nmh-0.28-pre2.tar.gz

The primary changes since 0.27 are:

1) Most commands take unlimited number of command line
   arguments (all the nmh command which can take multiple
   messages as arguments).
2) Hundreds of potential buffer overflows have been plugged
   to improve security when `inc' is setuid/setgid.
3) Internal cleanups related to argument processing and
   the reading of context/profile.
