[Nmh-workers] nmh-1.2 release

Unless someone speaks up soon, I'm going to lay a tag on HEAD for the
nmh-1.2 release.  There has been talk on the list of things people want to
fix after the release and there's no reason to keep delaying work like
this.  With a tag laid, it will be possible to branch off of it if the
nmh-1.2 release needs any finishing touches.
