[Nmh-workers] nmh on Cygwin

nmh is fully operational on Cygwin, as of the current state
of the repository.

If someone has a need with nmh 1.4, try configuring with
--with-pager=less, and set your Signature profile entry or
SIGNATURE environment variable to something without any special
characters.
