one also might wonder why postscript is such a special flower.
It is an odd-beast, but the files are mostly ASCII,
so somebody probably thought to use QP for efficiency's sake
(and preserve "legibility"?)
I was curious and searched the web for postscript quoted-printable,
it seems to be a common enough treatment with occasional bugs here
and there. Also, despite PS/EPS/PDF being so similar, it seems that
at somepoint someone declared PS is a text format but PDF is binary.
