[Nmh-workers] par Fedora package

I got tired of fighting the bugs in par introduced by
the i18n patches, so I removed them from the Fedora
package.  Updates are now available for F20 and F21.
They use just the vintage source code plus the one
patch to fix handling of non-breakable space.
