It is post, specifically the hand-crafted address parser in sbr/mf.c.
I don't know whether this feature is intended or not, but I hope it stays.
I think it's a potentially useful feature, because it allows, say,
drafts to be templates that have address fields which are filled in
by a script. If a From: ends up with no addresses, or there are no
To:, Cc:, Bcc:, or Dcc: addresses, post will notice and refuse to
deliver the message.
