        I think you captured the spirit of the discussion at the PEM
WG meeting.  In an effort to avoid yet another delay, I suggest that
Dave Balenson word the recommendation in 1115bis to reflect a that a
PEM implementation may emit certificates with either the "RSA" or
"RSAEncryption" OIDs in the SubjectPublicKeyInfo field, with the
former being preferable but the latter being an acceptable
alternative.  PEM implementations MUST accept both.
