I think the best way is for the relevant bit of TIS source code to be
published as a reference. And we just all do it that way.
That would be great. Or, even better, TIS or RSADSI should publish an example
verification which shows
1. The DER code of a ToBeSigned of a certificate.
2. *Intermediate* results like the md2 of this and the RSA input block.
3. The verification key.
