Tom,
I'm confused about which standards you are citing. The ANSI
X9.9 standard provides authentication and integrity, not
confidentiality via encryption. It uses the DES to generate a MAC.
There is no issue about "know plaintext" in that context since the
plaintext is sent without encipherment. Could you be more specific?
