Where is TechMail with PEM

Someone at CSI in Washington, DC last month told met that MIT was
distributing a freeware or shareware mailer with PEM.  I think it was
called something like TechMail with PEM.  Does anyone know where I can find
it?  I've done veronica and archie searches and get nowhere.
