two sins

i have just committed two sins.

i have given you text that soon will be published as a copyrighted standard for
sale. this text has been ready for some time but has been delayed for at least
8 months due to the insane procedures one goes through to publish identical
ccitt (itu-t) and iso text. you guys have need this for your discussion so here
it is. please don't publish it on servers for the world that has already caused
 some difficulty for itu-t and iso

the second sin is that i mailed out two large messages. i couldn't put them on
a server (please do not examine too closely how i have resolved my moral
dilemma).  i had to send out postscript to insure pagination would remain the
same. i sent out two postscript files. one is in a4, which is how the document
will be published. the other has been reduced for us paper while maintaining
the pagination. i could have compressed them but i couldn't think of any
universally used compression scheme.
