My own view is that it's a bit worse than you're suggesting.  The
documentation on 1988 X.500 and X.509 is voluminous, opaque,
incomplete, and a nuisance to obtain.  I was particularly displeased
to discover the complexity of surrounding the notion of "distinguished
name."  Our own processes are far from perfect, and the ISO folks have
done good work in a number of areas, but building on top of ISO specs
is not very clean.
