I don't think so.  The famous Judge is Robert H. Bork, not Robert J. Bork.  
Judge Bork never had any connection with the Federal Reserve Board.
And the letter doesn't sound like Bork's style at all.

Somebody should tell Barlow he has been duped, if indeed the Barlow
message is authentic.
