You asked about Public Key Partners, and I don't have an answer for that,
but RSA Data Security, Inc. handles licenses for PKP, as I understand it.

Try 'kurt(_at_)rsa(_dot_)com'. Also, you might want to look in at their new WWW 
site
at "http://www.rsa.com/";, or their ftp site at "ftp://rsa.com/";.

On yet another note, RSA has changed it's license re: RSAREF, making it
alot easier for non-commercial and shareware developers to use it (i.e.
free if you accept some limitations.) Commercial developers can also get a
license to RSAREF cheaper (because it is unsupported) than the higher end
BSAFE and TIPEM toolkits that RSA sells.
