I am somewhat amazed by the interest this subject has
spawned. Six people responded within a day, including
people from Bellcore, Motorola, Georgia Tech, Fischer
International, and DEC.
Gordon Wishon suggested that perhaps a private mail list be
formed to address this topic. That might be very useful and
helpful, but perhaps someone who reads more of the rest of
the various news groups than I would know whether such a
group already exists?
Donald Eastlake suggested that there is an ipsec group
looking at the technical solutions for IP security, but the level
of interest seems to go further than that, including addressing
issues as disposing of proprietary trash and who services
your hard drive when it is full of proprietary information.
If there continues to be a signifcant amount of interest
amount of interest in this subject and a suitable group
does not already exist, I'll investigate setting up such a
mail list.

There are lots of application level efforts but I think what
you want is IP network/transport level security. There
is an ipsec working group looking into this. The mailing
list is ipsec(_at_)ans(_dot_)net(_dot_) The charter for the WG, etc., can
be accessed in the usual ways.
