The stated policy of the US Federal Govt (the US President,
actually) is to work for the provision of excellent telephone and data
communication confidentiality to all US citizens, except where private
information disclosure is permitted by law.

The public keying infrastructure is open, and competitively structured by
messaging market sectors' needs for assurance. I agree that PEM
had the notion of liability assignment, and based its theories of
privacy upon that notion.
