Yup.  I surely did not mean simply ringing a bell and letting the user
wonder why his message makes noise.

Your proposed implementation looks pretty good to me.  Others may have
different tastes.  But we're basically in strong agreement on this,
including the utility of giving some advice to implementors in the
document.
