12.2.2.3 introduces a Qualifier for CertificatePolicies.

Im hoping to use this field to represent a control vector to restrict
the purposes for which a given key within a policy might be used. One
can assume that the control vector is bound to the key(s) to which it
refers, cryptographically.

but what is the type for Qualifier?
