Effort for MOSS implementation

Hello

Just a quick question:
  Has anybody estimated the effort needed to implement working code in
  support of the MOSS specification (MIME security), given a decent security
  toolkit (SecuDE 4.4 in our case) and a PEM implementation?

Or even better:
  Is someone implementing / planning to implement public domain MOSS code,
  on top of SecuDE or other platforms?
