What 'boundary convention' you are referencing? 822 doesn't
specify any "framing" for a message start or end, only its content header
and body format.

implement tham MOSS and that if one operates in a vanilla 822 environemnt
PEM is a preferable implementation of basic email security features
compared to MOSS.

On the other hand, operating a "vanilla" 822 environment when the
world is trying pretty hard to move to an enhanced state, including full
support of MIME, makes such retention of "vanilla" 822 problematic in terms
of global participation.

All in all, I suspect that this is not a very useful discussion to
pursue. PEM is not... MOSS has not... So far PGP has... and even that has
not... S-MIME, because of its widespread vendor backing... may turn out to
be

        all true.
