16-bit Unicode 2.0 Transformation Format is a 16-bit encoding with 16-bit
surrogates for private characters.

AFAIK, surrogates are not exclusively for private use. There will also
be
"dead" languages, additional Han characters and symbols in the extra
planes.

Q17. Is Unicode big endian or little endian? 

A17. Network byte ordering (most significant byte first or big-endian) is

Isn't this a conflict? Doesn't big-endian mean, the most significant
byte
comes last?
