I am wondering if anyone here is interested in taking a look at the
enclosed module and giving me feedback on it. It is in a very early state,
so can be changed radically. Put it this way, I haven't run it yet! The
main concern is whether I am on the right lines.

The basic premise is that we are liable to end up with lots of different
encoding files (or mapping description files) kicking around on our systems
and it would be nice if there were a way to keep track of them that is
cross-platform (in software terms). Hence a suggested XML format and then
the supporting Perl to go with it for the Perl platform.
