ICU in Perl: licensing issue update

Hi all,

I'm happy to report that the wheels are turning again and in the right 
direction.

A proposal to change the ICU license to make it GPL-compatible is 
moving forward through offical channels and procedures. More news should be 
forthcoming by the end of June.
