Currently, using Perl 5.6.1 under Windows NT 4, nothing really works,
E<246>, E<ouml>, literal ISO-8859-1 encoded 'ö', they all get displayed
using ISO-8859-1 while my terminal is configured to use CP-850. UTF-8
encoding is even worse. CP-850 encoding works, but this won't work on
ISO-8859-1 terminals and I think most POD tools don't support that, too.
