Basically, even after reading that page (which told me something I
didn't know in some cases), Unicode support in basic development
tools is still very much rudimentary.
In practice, Perl has long ago replaced grep, sort, tr, awk, for all but
sentimental reasons.
That might be your view, but many people still use those tools, so
rumors of their demise are still very much premature.
Telling people to use a complex tool such as Perl instead of sort and
awk doesn't really work, either.
