[Encode] Static build caveats

  Glad to hear that.  Well, to be more exact,

  Encode/Foo/Foo.xs

  do not exist at first; they are autogenerated via

  Encode/Foo/Makefile.PL

So they are guaranteed to be "Foo/Foo" form unless Makefile.PL is bleached in some way.
