slightly-OT: japanese encodings

Hi there!

I have a Japanese-encoding-newbie question: I have a script that 
retrieves html pages and formats them as text. I am testing it on 
Japanese, and I would like to convert all the html pages to the same 
encoding (eg, utf16). Is there an easy way to do this? (eg, a perl 
module?)
