I'm been thinking about this hypothetical question lately: could perl
ever switch its 'other' internal representation of strings from utf-8
to utf-16?

It could (if people didn't rely on the internal encoding so much), but
should it?

Anyone have any thoughts on this?

I think the benefits aren't that big. UTF-16 is variable width, like
UTF-8, and typically uses a lot more memory.
