That's because you left off the negation of the 3rd condition on the
Subject line. I.e.
*^Subject: pop .*[/.]\.
should be:
* !^Subject: pop .*[/.]\.
You were asking procmail to only execute the recipe when the subject has a
slash or period preceeding a period. E.g.:
Subject: pop VA/../../file_from_my_home_dir
