Linux 1.3.45/ libc.5.2.16/ -> despair

Since I did a major upgrade in my Linux system (Linux 1.3.45,
libc.5.2.16, GCC 2.7.2, binutils 2.6.0.2], procmail just stopped
working. *All* mail sent to users with .forward and .procmailrc isn't
delivered. It sits there, in the spool, and sendmail goes crazy and
starts eating up memory. Very bizarre. Tragic also, since most of this
mail gets recycled by SmartList, etc. (though I don't use procmail to
deliver mail locally). Anyway, I tried to recompile procmail, but no
dice. Here is where it bombs:

Whoeaaa!  There's something fishy going on here.
You have a look and see if you detect anything uncanny:

I suggest you take a look at the definition of CFLAGS*
in the Makefile before you try make again.

Any ideas? Suggestions? Wild guesses? Flames? I gotta get the system
back up again.
