Actually, it replaces mail.local, not rmail.  rmail is used to receive mail
you got via uucp and pass it to sendmail, which will then use mail.local to
actually deliver it.

if you're using sendmail 8.7.x (8.7.2 is the latest i'm aware of), just put

FEATURE(local_procmail)

in your .mc file

It assumes procmail is installed in /usr/local/bin - the README file in the
"cf" directory will tell you which define to twiddle to change this.
