Differences between 3.10 & 3.11pre4?

Hello & Happy New Year to Everyone,

My ISP finally installed procmail but installed 3.10 rather than the 
current version.  I'm wondering what the differences may be or any known 
bugs with 3.10 before I ask them to install the current version.  TIA.
