Yes, that is correct. Recipients of a distribution from this list (or of
any properly set-up mailing list -- though I guess there might be special
situations that are exceptions to that) are not named in the headers but
are only on the envelope; think of us as Resent-Bcc: people if there are
Resent- headers or Bcc: people otherwise. And of course, those header lines
are stripped, so procmail cannot see them to count them.
All we can count are the addressees and carbonees in the visible headers.
