What exactly is an Overflow-To: header and is TO supposed to scan that?  

Since the Overflow-To: field is part of the body, it simply cannot be
scanned by your typical procmail recipe (it usually only scans the header).
As for the meaning of the field...  Most likely it simply is a symptom of
a broken mailinglist mailer.
