Neither takes precedence, each program uses its list for its own
purposes.  procmail uses it to tell who can invoke it in -d mode without
generating a new From_ line.  sendmail uses it to tell who can use the
-f and -r flags without generating a warning.  If you have your sendmail
set up not to do auth warnings sendmail's list doesn't matter at all.

In general, as long as both lists contain the user as which sendmail
runs (usually root) and users by whom sendmail is invoked due to
incoming mail (uucp and the like) you are in good shape.
