gzip -dc procmail.tar.gz | tar xfv -
Problem is, the archive contains the source code, not a compiled
program.
Start by reading the documentation files in the new procmail-xx
folder. If you can't figure them out, ask a local guru, or post to
this list. (Be sure to include the output of uname -a in the message.)

Normally, you don't need to download anything. All unix sites have
tar, and if they don't have gzip, complain loudly.
