/usr/lib/sendmail: Permission denied

I have the following recipie:  

^From:(_dot_)*bk279(_at_)somewhere(_dot_)edu 
| /usr/ucb/mail -s "You have mail from Andy\!" 
jkilpatrick(_dot_)page(_at_)work(_dot_)com < /u11/:  kilpatri/mail.null

And I get the follwing error:

> From bk279(_at_)somewhere(_dot_)edu Wed Jun 11 14:42:21 1997
  Folder:  /usr/ucb/mail -s "You have mail from Andy\!"  jkilpatrick.pag 503 
/usr/lib/sendmail: Permission denied

 My ISP claims they have nothing misconfigured, but I got this to work at 
a place where I can compiled and installed procmail myself.  I tried that 
here and still got the same error.  Can someone suggest where I can look 
to troubleshoot?
