You don't start procmail like a daemon. It is spawned either as a local
delivery agent (via a sendmail configuration), or via a .forward file
explicitly invoking it.
That is, unless you're running it in a manual mode (say, taking a mailbox
and running procmail on it yourself, perhaps in conjunction with formail to
split up digests or something), procmail is run each time you receive a
message WHEN you receive the message.
