Try removing the last line in your .procmailrc file.
"LOCKFILE=/home/jlepine/mail/lockmail"
LOCKFILE is a _directive_ that tells procmail to lock a file. Not an
ordinary variable. When your mail fails to be delivered elsewhere,
procmail tries to lock your mailbox by this directive, then when it tries
to deliver the mail to your mailbox (as it's default action) it finds it
can't lock it because you already locked it.
