Sounds like they have smrsh (sendmail restricted shell) running, for  
security purposes.

If so, you'll have to change sendmail's config to allow procmail as an  
executable program.

This isn't a procmail problem, it's a local config problem that your  
sysadmin will need to correct.... unless you're the sysadmin :-)
