It's because they are both DELIVERing rules. Once a message is
DELIVERed, that's it. To make the first :0: be non-DELIVERing, use the
the "c" flag, example:
:0: c
first delivery command
:0:
Last delivery command
An excellent FAQ for any problems with PROCMAIL (after reading the man
pages, natch) is:
ftp://cs.uta.fi/pub/ssjaaa/pm-tips.html
The section that specifically describes your problem is at (the
following URL should be one line with no spaces):
ftp://cs.uta.fi/pub/ssjaaa/pm-tips.html#remember_what_term_quotdelivered
quot_means
Hope this helps!
