Problem with biff notification feature (offset)

Using procmail v3.11, any mail received and routed via procmail
successfully gets through to the biff command to notify terminal, but
instead of showing the most recent message, biff displays the body of
first message in Inbox.  

> From the looks of the log, the offset is not being included in the UDP
command:

procmail: Notified comsat: "mjm@: $FORMAIL -A"X-Sorted: NO 
ACCESS">>$BLOCKFOLDER"

I am also having problems with formail, I get repeated "Program Failure"
messages in my log:

procmail: Executing "formail,-I,From ,-a,From "
msg.*: No such file or directory
formail: formail: cannot open
procmail: Program failure (1) of "formail"
procmail: Rescue of unfiltered data succeeded

Any ideas?
