.procmailrc filters are ignored without a .forward, is it normal?

Hello colleagues,

We initialized the sendmail.cf (for the 8.8.5 version of sendmail) with
this line :

Mlocal, P=/usr/bin/procmail, F=SAw5:|/@glDFMPhsfn, S=10/30, R=20/40,
        T=DNS/RFC822/X-Unix,
        A=procmail -Y -a $h -d $u

We created a /etc/procmailrc file containing thoses lines :

VERBOSE=on
PMDIR=/var/procmail-files
LOGFILE=$PMDIR/log

and we also used .procmailrc files in the HOME directories.

Problem: All the mails are received in the default mailboxes in
/var/mail/$LOGINNAME, the filters in .procmailrc are ignored.

But with a .forward in the HOME directory it works fine,
such as this one :

"|IFS=' ' && exec /usr/bin/procmail -f- || exit 75 #userid"

So How can we use procmail without .forward files?

Every suggestion or advice is welcome.
